Aims

Bank funding and capital requirements have become very topical issues since the global financial crisis.

Following the government's announcement in December 2010 that Australian banks and other deposit-taking institutions will be permitted to issue covered bonds, this paper:

• provides basic understanding of what covered bonds are and how they differ from other bank funding products (securitisation and note programmes); and
• considers the framework proposed for Australian covered bonds.
